(My english is not the best and my photoshop is in portuguese so I don’t know the correct terms. But it’s very simple, I hope you understand.)
1) Open the frames and the coloring you want to put on the gif.
2) Put the psd/coloring on the top of the layers: img 01.
3) The gif with the coloring will look like this:

4) Add the glowy effect:
- Pick one of the frames and pull it out to a new document. (Or you can duplicate the last layer and make it visible): img 02.
- Drag the frame you’ve chosen and put it in the top of the layers but below the coloring: img 03.
- Decrease the opacity level to 50% or 40%. (Actually you can put whatever you want, if you think it is still too harsh you can decrease it to 30% or less.)
- Add surface blur with these levels twice: img 04. (Update: Recently I’m using Topaz Clean (cartooned) instead of Surface blur. The difference is not thaaat big but anyway, example: here)
- Duplicate. The first one, blend mode: Normal and second: Screen.
- If somehow you see that a part of the gif isn’t moving you just need to erase it with the eraser tool (choose the smooth brush with the opacity level between 60% to 70%)
5) Your gif with the ‘glowy effect’ will look like this:
